This is considered a topic for philosophical reflection. The great ancient philosopher Plato thought about this term, and closer to modern times, many philosophers from different countries.

The French philosopher believed that freedom is independence from anyone; others believed that these are opportunities that are available, but limited by state and moral laws. It is not for nothing that over the years, not a single person has made a decision about the final meaning of this concept, because freedom is also associated with the fulfillment of our innermost desires, in order to achieve any goals, and is certainly associated with what we could do if were absolutely free. We are talking about consequences that should never be forgotten. To prevent disastrous consequences, it is necessary to create a framework for your freedom. Whatever it is, freedom must always have certain limits. Each person must understand his own limits. Going beyond the limits will violate the freedom of another person, and negative consequences will follow. The boundaries of your freedom should not violate the boundaries of another person's freedom.

Freedom is also associated with such concepts as “moral” and “moral” principles. They are connected because a person who has freedom must think about the freedom of other similar individuals. That is, it all smoothly turns to selfishness. By forming our desires, we may encounter the needs of other people, loved ones. You can take any situation from life as an example. Every person is endowed with fundamental rights and freedoms from birth, and they are also inalienable from a person. This means such freedoms and human and civil rights as environmental, economic, housing, labor, as well as political.

In the event that this is not observed, the specially authorized person, namely the prosecutor, takes measures provided by law in order to restore violated freedoms and rights. And precisely because of this, prosecutorial supervision is one of the guarantees of true respect for the freedoms and rights of citizens and people. In the modern period, it is an important, main direction of the prosecutor’s activity.

So, let's consider the subject of prosecutorial control of the freedoms and rights of citizens and people: state committees, services and other executive authorities, bodies of constituent entities of the Russian Federation such as representative and executive, supervisory authorities, district government bodies, military control bodies, management bodies, officials supervisory authority, heads of both non-profit and commercial enterprises - all this respects the rights and freedoms of man and citizen, as stated in Article 26 of the Law on the Prosecutor's Office.

The PRC imposes such a provision as ensuring the freedoms and rights of citizens and people on absolutely all bodies.

The main goal of prosecutorial control: to achieve a situation in which these freedoms and rights will be respected by absolutely all bodies and officials; when people are confident that their interests and rights are under reliable protection, and in case of their violation, they can contact special authorities where they will be restored

Those instructions and orders issued by the Prosecutor General of the Russian Federation, as well as those who replace him, indicate the tasks of prosecutorial supervision on the problem under consideration.

Specially authorized persons, namely prosecutors, must attach significant importance to statements written on behalf of citizens that their rights and freedoms have been violated, infringed, in order to take appropriate measures to restore them.

The bodies charged with overseeing the observance of freedoms and rights of citizens and people are required to carry out supervisory activities. This is due to how these bodies and their officials apply the powers granted to them and fulfill the duties assigned to them; the state of ensuring these rights and freedoms largely depends. However, when supervising the implementation of laws by these bodies, the prosecutor must act strictly within the competence granted to him, without allowing interference in the operational and economic activities of these bodies and without replacing them.

If a judicial procedure has been established for the consideration of disputes related to the violation of human and civil rights and freedoms, the prosecutor, without replacing the court, can exercise the right to file claims in the courts in defense of the interests of citizens.

The prosecutor should be especially intolerant of cases of callousness towards citizens on the part of relevant bodies and officials, to whom citizens have approached with a request to protect their rights and freedoms, and their failure to take measures to restore the violated rights and freedoms of citizens.

It should be emphasized that one of the main tasks of the prosecutor's office as a federal human rights body is the protection of public and personal interests. In this regard, prosecutors are obliged, first of all, to take such actions and measures that contribute to the protection of the rights and freedoms of all or many citizens living in the country or regions. We are talking about actions that prevent the adoption or publication of legal acts by representative and executive bodies, which may violate the rights and freedoms of all or many citizens, about taking measures to repeal such acts, about filing claims (applications) in courts in defense of the interests of all or many citizens living in the region and so on. 13 Unfortunately, the capabilities of the prosecutor's office to protect public interests are often far from being fully used.
